Kwara State Governor AbdulRahman AbdulRazaq has ushered in a new era in land administration with the launch of the state’s digital land information system, promising Certificates of Occupancy (C of O) within 14 to 30 working days once conditions are met. The innovative Kwara State Geographic Land Information Service (KW-GIS) system, unveiled in Ilorin, replaces the outdated manual processing methods that had long hindered efficiency, transparency, and investor confidence.
Addressing stakeholders at the launch, Governor AbdulRazaq emphasized the administration’s commitment to modernizing public service delivery through innovation. “For decades, land administration in Kwara was mired in inefficiencies and delays, deterring investment and slowing economic growth. Today, we turn a new page with KW-GIS, ensuring that every parcel of land is digitally recorded and easily accessible,” he said.
The new platform eliminates record duplication and loss, accelerates processing times for land documents, bolsters revenue generation, and enhances investor trust by guaranteeing secure land ownership. The launch signifies a key milestone in the state’s reform agenda to improve ease of doing business and calls on all stakeholders to embrace the digital transformation.
Commissioner for Finance and Chairman of the Ease of Doing Business Council, Dr. Hauwa Nuru, praised the initiative as positioning Kwara as a national frontrunner in World Bank-supported programs focused on institutional accountability and sustainable development. She commended the dedicated teams and partners that brought the vision to fruition.
Highlighting further advancements, KW-IRS Executive Chairman Mrs. Folashade Omoniyi noted integration with the State’s online payment platform, streamlining land registration, building approvals, and payments to offer a seamless and transparent user experience, thereby reducing bureaucracy and enhancing public confidence.
KW-GIS Executive Secretary Alhaji Sulyman Abdulkareem described the launch as historic and vital to the broader Kwara Smart City project, ensuring digitized land records protect against encroachment and preserve documentation for posterity. He also praised the Governor’s approval of N560 million in compensation for land acquisitions under the Smart City initiative.
Technical partners echoed enthusiasm for KW-GIS’s transformative impact. Project Consultant Dr. Paul Adepelumi called it a national standard-setting revolution that will replace slow, opaque processes with efficient digital workflows. Project Manager Engr. Ali Muhammad Kalot highlighted the comprehensive nature of the system, boasting features such as digital parcel mapping, land records integration, and secure user access, supported by a trained team of over 200 staff.
To date, the project has digitized more than 1,000 layouts and approximately 20,000 plots, marking a landmark achievement in Kwara’s land administration modernization.
This bold step signals a new chapter in Kwara’s development, fostering transparency, efficiency, and growth across the state’s land sector.
